The rules are in the Terms of Service. This page is about enforcement: who does it, how reports are handled, and which servers we keep out of the directory.
In short: illegal content, harassment, spam, and anything that puts the server or other users at risk. The full list is in sections 3 to 5 of the terms. We do not act on good-faith disagreement, tone complaints or lawful discussion we happen to dislike.
Use your client's report option on the message, or email abuse@dewrito.net. Include the room, the user, roughly when, and a screenshot if you have one.
A moderator reviews the report, usually within a day. Reports from other homeserver admins about our users get the same treatment.
Depending on severity: a warning, message removal, a room ban, a server-wide ban, or account deactivation. Illegal material is removed immediately and reported where the law requires.
Think we got it wrong? Email support@dewrito.net. A different moderator reviews appeals where possible.
Reports made through a Matrix client only reach our moderators, even when the reported user is on another server. For users elsewhere, their own homeserver's admins need to hear from you too. Our admin contacts are published in the standard /.well-known/matrix/support file so other servers can reach us the same way.
Anyone can submit a listing to the Boosted Communities page, so it has its own checks:

Think a server is on this list by mistake? Tell us.
We are a small volunteer team. We do not publish per-case details, but we will say when a rule changes, and we post service-affecting moderation actions, such as blocking a server, as notices on the status page.
